Fourteen cities across Riverside County and San Bernardino County, each with its own page written around that city's own housing data rather than the same paragraph with the name changed. The differences are not cosmetic: Norco is two thirds pre-1980 housing and Eastvale is ninety three percent post-2000, and they are twenty minutes apart.
Fourteen cities, fourteen different answers
The housing data below is not decoration. It decides what work a house in each city actually needs: whether the walls will be straight, whether the federal lead rule applies, and whether the money goes further in new cabinetry or in better interiors.
The housing data behind every city page
Every figure below comes from the same source and covers the same period, which makes the cities directly comparable with each other. That comparability is the point: it is what lets this site give different advice in different places instead of the same advice everywhere.

What the extremes tell you
Oldest stock: San Bernardino, where 34.0 percent of housing predates 1960, followed by Colton at 29.7 percent. Those cities need carcass inspections before quotes, refacing considered seriously, and lead safe practice as a default.
Newest stock: Eastvale, where 92.7 percent of housing was built in 2000 or later, followed by Lake Elsinore and Menifee. Those cities need interior upgrades, storage systems and very little lead safe work.
Most detached: Norco at 94.3 percent one unit detached, with the highest owner occupancy alongside Menifee. Large lots, outbuildings and storage work that extends past the house.
Highest values: Eastvale and Norco, then Corona and Redlands. Redlands is the interesting one, combining a high median value with 57.7 percent pre-1980 housing: old houses with money in them, which is the market where period appropriate custom joinery makes most sense.

A service area page that claims to cover everything is not telling you anything, so here is the honest version.
The fourteen cities listed above have their own pages because we have real housing data for each and can say something specific about each. We work across the wider Inland Empire beyond them, and the surrounding communities in both counties are within normal range, but those areas do not have pages here because writing a page we cannot source is the thing this site is built to avoid.
For an address in unincorporated Riverside County rather than inside a city, the county building department rather than a city is the permitting authority. We could not read the county's building pages at build time, because they sit behind a protection layer that blocks automated access, so this site quotes no county threshold, fee or turnaround figure. Start at the County of Riverside website→ and ask the building department directly.
Each of the fourteen cities is its own jurisdiction with its own building division. The permit text quoted throughout this site is the City of Riverside's, because that is the page we read and verified at source. For any other city, confirm locally rather than assuming a neighbouring city's republication of the state list applies.
